The Master is plotting. Well, the Master is always plotting, but this is plotting with intent. He walks around Central Park, scheming. He has been quite upset by the limitations this world has managed to put on him, especially grounding his TARDIS. Nevertheless, he is the Master. It is his destiny and right to conquer and rule! When he has accomplished that, he can see about making the changes necessary for his liberation.
