Luke has been advised against talking to strangers, particularly in New York, and particularly ones who are behaving oddly. That's why he's hesitant to say anything to the blond man, even though he looks like he could use some help. Instead, Luke lurks maybe fifteen feet down the sidewalk, trying to look like he's not watching the man. He's really not at all good at it.
